This is a FOIL Master Thief masterfully altered to be "Larfleeze" from the Green Lantern: Agent Orange storyline by the massively talented Eric Klug. I've also attached the reference photo.  
How was this Altered? 
The alter has been carefully painted on to the surface of the card. This alter is of the highest quality and is sleeve playable.
